High Tech, Low Cost Learning Technologies

Open Source, is it the path that small community colleges can follow to help their students compete with larger, financially-well off higher ed competitors? Do top level college admins who cling to non-innovative thinking (in order to continue their slide toward retirement with none of their feathers ruffled) give a real rat's arse about re-thinking The Path of Learning? I'm thinking that those with more money than sense, will continue to throw heaping, stinking mounds of it on staid, dry, and restrictive instructional technologies as opposed to doing the work required to institute better, faster, cheaper learning tech solutions that can breed innovation both from the instructional side of the equation and from multi-talented students.
